I don't think it should ever be forgotten and I definitely think punishment should be swift and harsh. But to call an entire population "tarnished" because of the actions of 5 men (granted they were running the joint) is unjust. The current student body had absolutely nothing to do with this. 99% of the faculty had no knowledge. So instead of saying "they deserve to be" as a whole, I think it's more important to concentrate on the individual in this case.

I seriously doubt PSU will receive any NCAA punishment let alone a lack of institutional control. I hope AA makes his decison based on what he believes is the best situation for him and not because of some scuttlebutt of PSU being tarnished and/or being sanctioned.
This is a decent article on the whole "lack of institutional control" issue.

i guess the ncaa should have had some rule against coaches raping kids
